68 Mustang Fender Apron

Does the inner fender apron that I bought from Mustang Unlimited for my 68 Mustang Coupe require any cutting to fit? Is it supposed to be welded in or just bolted? I ask because I had to cut out the old one because it was a poor custom piece with bad battery tray and doesn't provide me a good bicture for a template if I need to make cuts. I did notice that I'll need to drill holes. My big concern is the top part that bolts to the fender. Almost every Mustang I've seen has square holes on top by the shock tower piece of the apron. I think this is just from rust, but want to make sure I put the new piece in correctly.

minimal cutting if any. Welds in.
