All of the RKE (remote Keyless Entry) functions would be integrated in the GEM module. Typically the easiest way to see what a car came with is to hook up a fully functional scan tool and just let the car show you what systems are present. It would be very odd for one to be built without RKE. As far as adding it if it wasn't built that way that's going to take a little research. If we had to replace a GEM module we would have to load in the "as built data" and the presence of RKE would be one of the data sets that would be entered. I'm not sure if the GEM can be re-programmed to add it or not.
It would be wise to have someone with the Ford IDS scan tool access the PATS system and disable any old Key Fobs and Keys. You will need two keys programmed to the car to do this so you will be buying one key for sure. With Ford requiring two programmed keys to perform a number of operations its adviseable to get a second key and have it programmed anyway. Who ever does that for you will be able to see if your car was built with RKE or not.
Now cruise would be a nightmare unless Ford has an add on kit to do it. Three modules are involved in making the cruise system work, the IPC, GEM and the PCM. Plus the buttons are incorporated into the steering pad (drivers airbag module). Again that will take some research.
