HARD Power Steering ONE Way

MORE troubles with my son's (93BMW) car !!! Just got a call and his cars power steering is hard to steer ONE way. Car has rack and pinion, belts are on pump and pump is full of fluid. Also makes a hissing noise when turned one way. I haven't seen the car as he is 2 hours away. Any ideas ? How can I tell if it is the pump OR the rack ? THANKS for all help.

I wouldn't suspect the pump as all it does is pump up the pressure and turning one way or another would have no effect on it..

It sounds like the rack. There are seals that direct the fluid to push pistons either one way or the other. If it gets better after turning the wheel back and forth a couple of times or after it warms up, its leads me to believe the seals are on their way out.
