Lost electrical power

I was jumpstarting my 95 Dodge Neon. When the key was turn, the power to the dome light and horn was lost. I notice that the negative cable fell over and touch the body panel. I check all the fuses and relays that was shown in the Haynes manual. They seem ok. I was wondering if it could be the ignition switch? Any help would be appreciated.

The negative cable falling against the body should be no problem. Check you battery connections. Get out the volt/ohm meter and start checking.
